It is obviously a scam. You may of received the email from Barclays however mailbombing isn't hard at all. If you know how, then you can send emails from any domain name on the internet.
Why do you really think they want you to pay $500? - You pay them so they can give it back to you in your winnings? No. They are simply trying to con you of money. Don't fall for it.
Best advice, if you did not enter, then don't claim.

If you think, that you have really won the lottery, reply to that email & request them to send you the lottery money, after deducting US $ 595. So simple.

as someone else said this is a phishing /spam email. you should never respond to this kind of email.
any corresp[ondence from your bank will have YOUR name clearly printed as part of the email message.
if in doubt about an email from your bank forward the email and any attachments to your banks fraud department. most not all have an email address setup so customers can forward susspected spam to them. it's normally as simple as "spam @bankname.com" etc.
if in doubt and you bank online, use the online mesasge board to correspond with your bank.
NEVER EVER click on links claiming to be from your bank or anyone else unless you are expecting that message.
and if you don't have one get an internet security package, something like trend micros internet security suite pc-cillin from www.trendmicro.com
this is a fully customizable suite that allows you TOTAL control over what emails you recieve, it also controls what website you want available from your PC. great for both parents and business as you can block the entire web but with exceptions to websites that you want to be available. you can obviously set password protection so your settings can not be changed.
oh and remember with all firewalls block by default incomeing and outgoing ICMP and ICMPv6.
also go to www.grc.com and use there free security checks to check your systems vulnerability to hackers and spammers.
if you have a firewall available on your modem and or your router (if you have a router) i strongly recomend you set your security on these too also most routers and modems come with the default username as admin and the password admin. these should be changed if they have not been already.

They are not after your info, they are after your $600. A real lottery doesn't charge you to collect your winnings, does it? Did you buy a ticket?
Once you post a cheque and send them your name and address for them to deliver it they have all your details to steal your identity AND your $600. So you are paying them for the privilege.
ITS A SCAM!!!

I think everyone has given you excellent answers already and I agree that this is spam and most definitely a scam. You never pay for something you won and you never win something if you haven't entered for it.

If you're that worried, take it into the Barclays bank and ask them what they think, but everyone here will tell you it's almost probably a scam
please don't be daft enough to send them money, you'll only regret it later
