Do not use the kind that uses the adhesive.
Water will drain through it but it can come off in chunks.
The kind that worked well for us was mixed with the concrete.
After it was laid, a man used a regular hose and washed off the extra cement to expose the pebbles. I have had no problems after 10 years and it still looks new!

If you are using natural pebbles try trowling mortar on and imbedding the pebbles. If you are using the man made decorative type with a flat surface for bonding then you can use any exterior waterproof adhesive.

Get a bag a Quickcrete Motar crete and follow the mixing instructions. Then apply the substance to the wall, then put each rock on. It may take awhile but trust me , the results will be great.
