Why do they say its free on a web-site and when you go to it, thay want money ????

Actually if you want public records, the state or the state agency itself has the records. What happens is that they may post these records on the individual web sites also. Then the records are actually free. Ordinarily, when you approach a governmental agency for any record, there is a fee for that record copy made for you.

The web sites are in the business of making money and these are not regulated in any way by anyone, so beware.
