First, I must contradict the hosta answer. Hostas prefer shade. For full sun and shallow soil, succulents (desert water-storing plants) are the thing. "Hen and chicks" are really delightful; they come in several varieties with different looks (green ones, reddish ones, even ones with white "fur") and once you get them going, they'll spread out into a mat. Eventually they'll even put up stalks that bloom. Frost won't kill them off. They are perennial way up here in New England.

You should take a trip to your local garden nursery and ask for advice, and to see the flowers they recommend for your area.
One very easy and pretty plants are Geraniums, that need little attention, and show a great bunch of color, from pinks to deep reds.
One good idea, that I often check out, is what my neighbors have. Walk around your block, and see if there is anything that you really like. If you can't see anyone to ask, about them, try taking a picture, and take it to your nursery and see if you can buy those.

There are a number of herbs that love the environment you describe. In fact, many people have a hard time keeping from overwatering them.
If you like herbs, try sage, various oreganos, rosemary, or a number of others. Your local extension service should be able to offer more suggestions for your specific area.
