As this is merely clerical in nature, it probably only justifies minimum wage. However, if you are providing this service using your own equipment and acting as an independent contractor, it could justify $10-$12 per hour depending on your skill level and accuracy.
If you are doing specific work in a specialized field, e.g. legal/paralegal, or medical, etc. where many technical terms are involved as well as little used functions such as tables, mail-merge, etc. then you could probably demand $15 per hour.

Depends on what you are typing - if you are transposing records - I would charge an hourly rate. If you are typing a novel for someone - then generally a page rate is better. I have seen anywhere from $2.30 - $3.50 per double spaced page - which should work out to about $28.00 per hour (if you are good).

I don't live in DC, but I work for an editorial office in CA, they pay $12 for 10,000 characters with space. (After typing, go to Tool - Word Count - characters WITH SPACE). They don't pay per hour. Good luck.
