Getting a tattoo is a big deal. I have sat in the tattoo chair 19 times now and I don't regret a single one. I see that some here say that it is "out of date" or "immature", that's all a load of crud. You get the tattoo because you want too, and know that it is forever. Don't enter lightly into the idea. Know that if and when you decide to take that dive that it will never come off. But being that you are only 18, I might suggest that you get the cell phone and take some more time to decide if you want to use your body as a canvas. Good luck in whatever decision you make and don't let these kids tell you that it's "fashionable" or "out of date". Tattoos have been around since the birth of time and they are not going anywhere.

I like TeresaM's answer a lot. You need to think about the reason you are considering a tattoo. Do you want one because your friends are getting them? Or because you have loved this one design/drawing for five years and have really considered it as an artform on your body?
You need to think over a tattoo for a very long time. NEVER rush into at tattoo. Might not hurt to get a trial version of Photoshop7 and try different looks on your body to see if you'll even like it afterwards. Just don't ask me how to use Photoshop because I can barely use it myself yet :P
I think you should get the cellphone for now. That way you will have a means of communication with your friends, and also your family once you go off to college. While in college you will get a glimpse of what life is like after high school and you will end up changing some of your beliefs and feelings about things once you see a bit more what the real world is like.
I'm not calling you an immature kid or anything, please take what I'm saying as more a philosophical nature. Also while in college you can think up what kind of tattoo you want, choose one with personal meaning to you, not because its trendy or cute. If I were you I would also get it in a personal spot, maybe on your hip? That way only you and those close to you will know about it, and it will be even more personal.
Be best not to get it on your arm or anything right away because potential employers might frown upon that and not hire you. Like I said, it's best to put it in a place not many people are going to see, you can always get more later on that are more out in the open as you please.

Get a cell phone. A tatoo is not a good way to show off your adulthood. Despite the popularity of tatoos, I find them very immature and pointless. Decorate yourself with clothing, not with scars.

If you're asking for a sugguestion on what kind of tattoo to get, you don't need one and you'll end up spending hundreds to thousands of dollars later to get rid of it.
Now if you know something that really speaks about you that you can live with in your skin for the rest of your life, then you should consider a tattoo. I have a cheshire cat on the back of my neck which is my own design, not the cartoony alice in wonderland video one, a dragon on my hip, a rose on my thigh, and there's several more I want to get, but these all have a story behind them and why they fit my personality.
One thing people forget, tattooing goes back thousands of years and still is a rite of passage in many parts of the world.

cell phone. you will most likely not regret it and if you do you can get another one. tattoos are permanent and you may not think this but you will not be the same person you are now for the rest of your life, so hold off on the things you can't erase from your body easily.
you can also actually use a cell phone

I think if you want to get a tattoo, you should at least be smart enough to spell it right. Go for the cell phone, you'll enjoy the pretty colors and cool lights.

Blah. That is the problem with America, "Ohh what do I want from mommy and daddy" Since you're turning 18 I would shoot for maturity. But since that wasn't on your list and I want to appease the great people of Y!A I would say a tattoo.

I'd get the cell phone first, then the tattoo later. That way you can use your new phone to take a picture of your tat and send it to your friends on their phones.
