Not exactly. Y is the total cost of producing X units. 720 is the fixed cost (the cost even if no "gadgets" are made) and 240 is the variable cost per unit.
Replace Y with 30,000 and solve for X to find out how many you can make for $30,000. Be sure to round down to the next lower integer if it is not possible to make a partial "gadget". (In this case it is a whole number, but it may not always be.)
