The reserve price was not met, so the item WAS NOT SOLD. I need to contact the highest bidder, as he sent me a email through Ebay asking what price I want. Ebay will not let me contact him now that the auction has finished.
How can I contact him?

Once the auction is over, the buyer should have received an ebay invoice automatically. It tells them that they need to log on and pay for the item.

Go to MY EBAY on your account. Then click on his ebay ID under "SOLD ITEMS". There should be an option to contact him. You can contact anyone on ebay as long as you have his ID. Click on his name and it should list a bunch of his feedbacks. There should be an option to Contact him on the right side of the page.

you could set a reserve or you could set the putting out cost because the bottom you're prepared to settle for. the latter is free yet you're obliged to promote to the utmost bidder then. you could withdraw an merchandise even if it isn't doing nicely up till twelve hours previously the best of the widely used public sale. after that ebay withdraw the ability. you only favor to state the reason because the object is not any longer for sale.

UPDATED!

You should have gotten an email for eBay when the auction finished.

Within that email is a box that lists:

Buyer: username (email address) [contact buyer]
