The image is of a asian man (possibly a vietcong) being shot in the head, and the picture is shot at the exact moment where the bullet goes thru the head and you can see it going out.

That photo won a Pulitzer Prize for photographic excellence. It was taken by Associated Press photographer Eddie Adams and is titled Viet Cong Execution1968. It is one of the most famous pictures of the war. See it at the Pulitzer Prize website:http://www.newseum.org/pulitzer/main.htm

Hi,
I think the picture you're talking about is of the execution of a suspected Viet Cong guerrilla. He was shot by South Vietnam police chief Gen. Nguyen Ngoc Loan, and it's an AP photo taken by Eddie Adams. The execution was also seen on NBC TV. It is online - see listed source.

It's a photo taken for TIME magazine. You should be able to find the original photographer on their website or at least download the photo from their archive page.
