A living plant has the ability to make flowers, and seeds from which other plants of the same species can be grown. (reference Botany for Gardeners by Brian Capon) there for grass is a plant (Yes it does flower if you let it grow long enough). Also all vegetables are plants.

Vegetables are plants cultivated to eat. Unless you are a cow then grass is merely a plant.
