It is a molecule with a lot of positvely charged groups.

For example you have polymers with lots of positively charged amino groups used in ion exchange chromatography. Such a material is helpful for isolating highly negatively charged molecules like DNA (which is a poly-anionic molecule).

It means that something has a positive charge of more than one. Like, a calcium ion has a +2 charge. It's polycationic.
