Learn both - also learn ASP.NET - it's used more the PHP.
If you could become an expert in RPG400 - then that would be the best - it seems to pay more and have more of a future. But also know some ASP.NET and PHP.

I like to follow the advice in "The pragmatic programmer". A programmer should learn basic skills of a new language each year. So start with what you think that will be of help in the short term, but consider learning distinct languages every year.
Before you start into any language, it is very useful to check Object Oriented programming concepts, it will make your life a lot simpler in any case.

rpg400 is a niche skill. while PHP is a general requirement. Problem with niche skills is that you tend to become obsolete the moment the skills market goes down.
Advantage of PHP is that being open source and free it will remain in demand long after. Also, learn PHP and you automatically get into the groove with other similiar server-side scripts like JSP/ ASP/ etc.
So my vote goes to PHP.

i'e never heard of rpg400 so i guess the best bet would be php since i've heard of it.
