get a fishtank large enough that it can't be knocked over easily and keep it in a secure place where it would be difficult to fall from, like not on a small shakey table and such. I used to keep mine in a corner on my kitches counter where there was two walls and a long area of counter all around it to keep it from falling. My cat would look at it but it never really bothered it. And yes a tank with a lid is a must. Circulation and heating would also be VERY good. Go to a pet store and talk to them about what would be best for, not only keeping the fish safe from your cat, but also keep it alive in its tank for more than a few days.

Get a real tank. FANCY goldfish need 15 gal each. Commons need ponds. Just cover it with a glass cover or full hood
On a side note, you don't need an airpump. The bubbles do not magically inject oxygen. It is the bubbles disturbing the surface that allow c02 to leave and 02 to enter. Therefore, as long as you have a good filter (as goldfish will need). You'll be fine. Try out a cool wet dry filter for really dirty goldfish, or add a powerhead, maxi-jet is good, for optimum oxygen levels

First off, get your cat under control. An out of control cat that's allowed to run everywhere usually ends up in the pound as they always develop social issues.
Secondly, I agree with most the crowd here. A cover works out wonderfully for a tank. Just be careful not to fill it too much. However, you CAN just put a removable mesh cover on it.

I have had fish and cats at the same time and never once has any of my cats eaten the fish. I haven't used any kind of cover either. My son had goldfish in a regular goldfish bowl and the cats never bothered them. I think it is only in the cartoons that cats catch fish and eat them.

Or a small bowl with a narrow opening,so,the cat can't get it's paw or head in there. You can buy covers for the lids of the bowls, that have air holes in them, too. I've always had cats, and always had fish, never had a fish get eaten by my cat,not once, and I'm OLD,lol

A nice sized tank and a hood, just make sure when you have the opening in the back for the filter its not too big so the cat can't reach its paw in.

GOLDFISH CANNOT LIVE IN BOWLS. Minimum size tank for baby-juvenile goldfish is 10 gallons PER fancy goldfish, 20 gallons per long bodied commet/common/shubunkin goldfish. YOU WILL NEED A FILTERED TANK WITH A LID FOR THAT GOLDFISH.
If you dont have room for those size tanks you can have 1 male betta for a 2 gallon tank with lid or a 5 gallon tank with lid.
