Short Answer:
Because Men are generally the leaders. There have been a relatively low number of female leaders in the worlds history.
Long Answer:
First, although most wars have been started by men, not all wars have been.
Second, it is human nature to fight. Not just human 'male' nature, but female nature as well. When two assertive woman come face to face on opposite sides of an issue or topic, fighting (be it oral or physical) is bound to result.
Third, most men tend to be more open and direct with their opinions and ideas. A man will tell someone they thing they are foolish. Woman are more subtle. Many woman will smile to your face and tell you how right you are and then call you names behind your back...then do everything in their power to eliminate you from the playing field.
Fourth, most woman want a man willing to stand up for what he believes in, not a tuck tail and run cowered.
Fifth, there are some things worth going to war over. Freedom and independence are two that pop into mind. (Just think of how all of those young men that died to give us freedom must feel knowing that we are letting bush flush it all down the toilet!)
Now that I have said all of that, there are a lot a idiots in the world, male and female, who want what they want. If that means trampling on someone else, they are more than willing to do it. However, when those people do not want to be trampled and put up a struggle...You have fighting and war.
The question should not be why do 'MEN' start wars, after all, most wars don’t start because someone said, I want to start a war' but rather because someone said or did something that another group took offence to. Wars start because of confrontational attitudes and your comment about 'Men' shoes that men are not the only ones that are confrontational.
Wars start because humanity tends to prefer a confrontation to a compromise. Why? I have no idea. But that's the truth of it.

Well, borrowing an idea above, organized religion is just an excuse for war.
The reason is bombs are profitable and you use them up pretty fast in war, making them more profitable.
Americans should stop allowing the defense industry to siphon our tax dollars for such destructive purposes. We've spent trillions and trillions of dollars since WW2 on war-making that could've gone to schools, roads, infrastructure, health-care, replenishing our capital stock (we might be making American TV's still if we had!), science, etc.

Because one group has something the other group wants, or feels entitled to. If a peaceful solution can't be found, war appears to be the only solution left.
Palestine wants Israel's, Israel wants to keep their land.
Germany wanted everything, everybody else wanted to keep what they had.
The south wanted to become their own country because they felt their way of life was threatened and that they were not being fairly represented, The north wanted to keep the union together.
Land is usually the main motivator, but not always. Power is really the underlying reason for most wars.

We worry about biological and chemical warfare on a worldwide basis when we already have the most dangerous of both on the planet. Testosterone! And that, JR, is why men make war.

I think it is something that goes back to our first days walking upright. We started out as tribal peoples who fought over land, women and "things" and we never advanced from those innate characteristics. The things we fight over and with are more sophisticated and we now have religion as a rationale for what we do but we are still just cavemen hitting each other over the head.
