hey, weird problem, try that spray used on furniture to keep cats from scratching or see your local mechanic, it must happen to others also.

My parents have this problem with squirrels. They hung a large windchime in their parking area, and also a very large plastic owl with realistic looking eyes. They got it at walmart in the garden section. It seems to be working. They also installed motion sensor flood lights, but these didnt scare off the squirrels. Porcupines are more nocturnal than squirrels so the lights might work better for them.

Rat Traps.
Turn them upside down, and set them about under the car. When the animal steps on it, rather than harm them, it jumps up like a little land mine and scares them. After a while, they stop coming around.

Have a car audio and alarm place rig a motion sensor under the car that will sound an alarm which might scare the creatures off?

hmmm, I have heard this is a problem with martins in Germany, they call it having your car "martinized" - really! You might do a search to see if you can find whether they found a solution to that particular problem - hopefully there'll be something in English.

Other than that I can only suggest some of the urine-based repellents that are suppposed to work against animals.

Get a pet fisher, they are related to Weasels, they are the only know predator of porcupines, they were all over North AMerica when it was 1st discoverd, but they were hunted to virtual extinction for their pelt.

replace the hoses with aluminum based fluidline or use carbon fibre reinforced plastic.. cool huh.. the porcupines will sure break their teeth..
