First try using a new mouse and see if that works. You need to check whether or not its the mouse or something else.
If the new mouse works, then it was the mouse. If it still does that with a new mouse then go to Control Panel then click on MOUSE and change the sensitivity settings.

First dislodge the ball from the mouse. Make sure the ball isn't overly dirty and/or sticky. Then check the rollers in the mouse to make sure they're clean. A non-moving ball means the arrow on your screen will not move.
If that's okay, then check the mouse properties in your Control Panel. Make sure everything looks right or undo any changes you made.
If your mouse is USB, try using the PS/2 adapter to see if it works better that way. Or try a different mouse all together to see if that works better for you. It's possible your current mouse is on its way out. If you swap out the mouse, make sure you shut down your PC first.
Next, look at the age of your PC. Is it old? Is there too many programs running at once that your processor and/or RAM can't handle. This can cause mouse movement stalls too.

You can take the bottom piece off the mouse, take out the ball and clean the dust and dirt buildup with a qtip.
Or you can by yourself a nice optical mouse which doesn't even need to be cleaned and works 5 billion times better than a ball mouse.

get a new mouse. i suggest an optical mouse because ball mice get dirty and wear out after time. they can be $5. if buying one isn't an option, open up the bottom of the mouse by twisting the cover for the ball. take out the ball and clean all the stuff from the inside of it.

Always try sort things out your self at the bottom see where the ball cover is turn it so it opens and the mouse falls out wipe the ball check there is no dust put back if it still does not work it could be a connnection...

you might need to clean it. take out the mouse ball and inside the mouse there should be a 2 rods off to the side, one going vertical and one horizontal. these are what make the pointer move. if they're covered in dirt, then take a knife or tweezers and get it off. the roll will be much smoother.

an optical mouse is pretty cheap nowadays, so you COULD go for that... but if you'd rather deal with it yourself, remove the ball from the mouse and dip in mildly warm water, then let it dry. once dry, put it back in the mouse after dusting the mouse too...
