The number one claim of Republicans is that Democrats are weak with national security and war issues. If peace has come to Iraq by 2008 then we will be in some other major situation in order for the Republicans to make the public believe they still need a Republican leader.

If he wants the Presidency to remain with the Republican party, then the answer is yes. If he doesn't want the only legacy of his presidency to be Iraq, then yes again. If he wants to keep a foothold in the mideast ( to control oil and to be next door to Iran for our next war ) then no, he will make sure we stay there.
