It's hard to say. The road may be owned by the city, but someone else could own right-of-way rights, easements, etc. to the road

If the city owns the land and has not put up a sign, I don't think it is illegal. However, if it is the owner's property, than it is illegal, especially if he has asked you not to with the sign. Even if it isn't illegal, it is extremely RUDE!

It's illegal to block access to someone else's property if they have a sign or not. Legally, it's known as 'obstruction' and is punishable with a fixed penalty notice (that's in UK)

Yes, it is illegal. A person has a right to let people on his/her property. When they tell you to leave and you don't, they then have the right to use force, such as threats or calling the city to tow your car.

Yes they have the right to have you towed if it is their property and there is a sign, but if it is on public street evern if there is a sign there is nothing they can do about it.

In the U.S., generally speaking, it is illegal to block someone's driveway/garage whether there is a sign or not.
