i live in eastern washington and i want to know when the sun's rays are the strongest so i know when to go outside and tan.

Best times to tan are between 10am and 2pm. It's when the sun is the strongest and when all the experts tell you to stay out of it.

The weather people warn us East Coast people to stay in out of the sun between 10 am and 2 pm, so that is your best time to get a tan.

about 1pm or 2pm when the sun is right above you.

Don't do it. UV is bad for you. If you do, it's something you want to do. I wouldn't do it if I could at all help it.
