Get in touch with the Housing Authority in your city. They should come look at the damage. But, be careful, they may declare a 'disaster', and you would not be able to live there.

Call the State inspectors. Sounds like a slum lord and those guys can get jail time.
Also, do you have renter's insurance? Hopefully you're insured because you've suffered a loss. The worst part about that is the insurance company, assuming you have one, will try to jip you, telling you that your, say, $10,000 loss is actually worth only $500. Click on the link below and contact these people. They are property loss consultants who work for you and not the insurance companies. They will travel anywhere.

Contact the landlord, the health department, the newspapers, the television people. Keep talking and also ask those people for ideas on who to ask. Squeeky wheels get the grease and it sounds like you have something to squeek about. I would set up a tent under the leak. Give them something to film. Embarrass those in charge.

Report it to better business bureau (BBB.org), call the city health inspector, make a formal complaint with the city housing authorities or your local police, get estimates on the damage, get an attorney. Just some thoughts.

Do you have renters insurance? If not, i'd see about breaking my lease, and moving. If you don't have insurance, the apartment isn't really reliable for anything. That is why I have apartment renters insurance. :) Never know what may happen. Good luck.
