Central PA. Depending on what your certification is, it may take you a few years to find a job, but subs get paid very well (at least $100/day). I have only been teaching 1 year and I make 35,000. The area is rural, making crime virtually non-existant, and it is very easy to buy a house. Any area of Pa is good for pay, but as you may guess, Philly and Pittsburgh are sort of high in crime, and housing can be expensive.

Alaska has one of the highest teacher salaries because of the lack of qualified applicants.
Las Vegas also has a growing community and offers good benefits.

Clovis California. It's one of the best public school districts in the state for all the reasons you list above. My friend is a techre there and she loves it.
