I guess it is for us to think they actually are doing something!
What I hate about a lot of laws they are a reaction to one incident and then they make everyone suffer. They are selectively enforced as well.
There is no such thing as an accident in my state. If you are driving and someone gets killed you have the honor of being charged with Negligent Homicide

Short answer: widespread corruption
Long answer: those who make the laws are rarely the ones tasked with enforcing them. The sincere ones among them try to make new laws either to achieve what older ones failed to achieve, or else to fill another hole. A lot of laws are made only for show and to embed pork and loopholes. Basically, once you wake up to realize that there is always a struggle between the honest and dishonest, you will be able to answer many such questions yourself.
The cheeky answer to the possibly cheeky question was already given by someone else: people need something to do (and justify their existence or image)

So they can appear to be doing something, and whip up support among the electorate, who rarely have any idea what the policy implications of any law actual may be (a good example being the bone-headedness of certain voters initiatives (for example, school funding)).

The legislative branch was meant to make laws, while the executive and judicial were meant to enforce them and review them, respectively. Now the executive branch has lost view of its purpose.

Its not their jobs to enforce the laws, its their job to make the laws. Thats why we have police officers... aka LAW ENFORCEMENT! HELLO????
