When it first came out it was very edgy. Capp was a true reprobate, he did not work, he was an alcoholic, he had a gambling addiction, he regularly beat his wife.
Unfortunately it has not remained fresh. It is an old tired strip that needs to be retired. Do not judge Andy Capp by what you see today. Go back and read the strips from the '60s and early '70s. You can find out of print books that reprint those older strips online or in a good used book store.
Reg Smythe was not one of the greatest cartoonist of his day, but he was above average. That is how I would rank Andy Capp as a whole. Not great, but well above average.

When it was first out, It was rather controversial, it was like 'All in the Family' for the comics strips. Alcoholism, spousal abuse, being unemployed, collecting welfare, physical confrontations, domestic violence, lying to the wife, and mistrust of outsiders were all shocking to see in the comic section of the paper. However, when year after year it was the same thing, it really kind of got old. There never seemed to be any serious changes, and the fact that most of the strips are all 'stand alones' (they dont follow a greater continuing story line) led to dull repeats of the same basic story repeating over and over- Andy wont get a job, he hangs out in the bar, talks crap about his wife, gets in a fight, gets drunk, tries to sneak in the house at 3 am, and smart mouths/ insults his wife. Controversial 30 years ago, very mild today.
As for the artistic style, I found it appealing, and obviously the creator has a flair for cartoon style illustration. Its nowhere near the level of anime or CGI, but it fit well with the other newspaper strips.

I actually find it kind of boring but maybe that is because it is a comic strip that mostly resembles the reality of a working mans life. I just am not into it that much.
