disabling the shutdown item is not impossible and itis easy too
and many times is usefull
for example some computers in a network must never shut down , so thr administrator of network can remove this item for some computers by defiend GPO ( group policy object)
in your local computer u can do it too but definig GPO but i think it's beter for u to give you the easy one
ok for disabling shut down or turn off item

Start/Run/Regedit
HKEY_CURRENT_USER\Control Panel\Sound In the right pane, right click "Beeps", modify, set the value to no. Exit, reboot

The Shut Down icon cannot be removed from the start menu.

I disagree. The shutdown icon can be removed but you really shouldn't do this especially if you don't know what your doing. I'll give you a hint though: Use regedit start:run regedit

It's in your c:\Documents and Settings\..\Start Menu folder\
