Network thruput (speed) is dependent on lots of factors. So it is difficult to pin down the reasons you are slower than your service is rated.

The internet is literally a complex web of servers and telecommunications lines. Your actual connection speed is no faster than the slowest link, in the path to the web server to which you are connected, to get the page you are viewing.

To make things worse, any of the servers on the path to the web page you want, can be overworked or broken, and operate slower than usual.

By your Verizon name, I assume you have a DSL line. Speed on DSL can slower the farther you are away from the ISP's server. If you are too far away, you can't even buy the service.

Finally, if your own computer is sluggish from a congested hard drive or too little RAM, it may not be capable of accepting data faster right now. (The web page doesn't really go from the server to your screen. It goes from the server to a temp file on your hard drive to RAM to your video card to your screen.)

Or course, the could always be a correctible problem on your DSL line (too much "noise" or other electrical problem. My daughter had to drop Verizon phone service because of noise on the line.) Noise on the line causes transmission errors which require retransmitting the data and slowing everything down.

You should call Verizon and complain. But don't be too surprised if 480k is just the best that you can get at your location with that service.
