The best time of year would probably be May or September.
May because then they have very bright days and not many tourists, if you want to come during the summer, I would go there early June not in July or August. The 21st of June is a the longest day in Iceland the sunset is around 23:40 and the sunrise at 3 in the morning. But in September and May you will get discounts and as Iceland is an expensive country you will be able to save money off season. September has shorter days but beautiful fall colors, great for photographers.

The cheapest airline that flies to Iceland is Iceland Express (http://www.icelandexpress.is). It only flies from European countries though. I think Icelandair is the only airline that flies directly to Iceland from the US.

The best time of year depends on what you plan to do in Iceland. The summer is most popular for tourists - days are long and the weather is ok. Christmas and New Year's Eve are a very popular time too, because Reykjavík looks really amazing in all the Christmas lights and the fireworks on NYE.

Maybe this will help you more know which time is right for you:

In May the weather is generally pretty good, but a bit cold and the trees are still without leaves. June is great, the weather is usually good, plants are blossoming and you've got daylight all night long. :) July and early August are pretty good too weather-wise. In late August it gets more windy and starts to get dark earlier, but it's still an ok time for travelling. September and October offer great colors. Seeing a national park in this time of the year is amazing, but it can be a bit windy and not that warm. In November to March you can expect anything from the weather, it's usually pretty bad and unstable, plus it's very dark and in December and January there's only daylight for a couple of hours per day. So the winter months are not really ideal for travelling to Iceland unless you plan on some winter travelling in the snow-covered mountains or seeing Reykjavík on Christmas and NYE.
