They weren't. Had we not had nukes, we would have had to invade. We did not have the resources to do so. American estimates were that a million Americans would have died just during the initial invasion.
The Japanese almost made the decision to keep fighting. It came close to a military coup by the military leadership, who felt that, despite the nukes, they could make the Japanese islands so expensive to take in human life, that the Americans would have at least sued for a conditional surrender that would have allowed them to keep part of their expanded empire.
They were also seeing technology arrive from Germany, that would have been brought to bear had they not surrendered.

Because for one they thought that the Emperor was a God and also
they swore to fight until the death. Also knowing an invasion was immenent, they had gathered enough troops to stop a D-Day type of invasion. And we knew it we would lose hundreds of thousands of lives trying invade Japan.
