I think that as we intend to continue using the service, it's very important for us to know what is permissible or not. I've read some questions and answers with dubitable intents, and I am confident that if some of us have read the guidelines, we would be more prone to ask the right questions and answer only when we have an answer. I've read them out of curiosity to see how comprehensive they were and read again with your link. They're pretty short. Most people, myself included, tend to operate with the idea that we will usually fall within the guidelines of whatever regualtions are being imposed upon us, thanks to being somewhat normal and consciencious individuals. So as well, most of us haven't read but a small portion of the local, county, or federal laws yet we still seem to comply with them despite our ignorance.
I'm speculating that your frustration at the emptyheaded answers you are seeing is more a result of emptyheaded answerers than from lack of people reading the guidlines.
