Because although we are taught the value of education we are not taught the value of our educators. Our tax dollars are spent more on useless programs or programs that could be funded by private organizations.
And although we tap into sponsorship for sporting events..we have yet to tap into sponsorship for schools, so that we can pick up where our government leaves us short.
(bus drivers should get better pay as well)

Generally because they are public service workers with the government on tight purse strings (monies stretched every which way). Occasionally privately funded schools offer more generous salaries + some countries award higher salaries than others. Though I am not a teacher myself, I do feel they are undervalued in the valuable role they have in shaping minds

Teacher's can't be paid more because taxpayers who vote in the tax levies don't vote them in. This leaves school districts short of cash and teacher's pay too low. Most taxpayers can't manage their own money and have nothing extra for schools...nor do they really care. Seems it's always someone else's responsibility to educate and babysit their children. Sad really.
