Check out different sites like Expedia, Travelocity and America West Vacations. You can get airfare and hotel accommodations. And it's best to book several weeks in advance (more than a month).
Try Hooters Casino...Yeah, I know, but they have been advertising some really cheap rooms. The Stratosphere isn't that expensive...it's at the end of the strip...do not walk alone by yourself in that area. I didn't feel safe.
Try Cheapo Vegas for what to see and do for cheap/free.
You don't have to gamble or spend a lot of money in Vegas to have fun. It's fun checking out the different casinos and what they have to offer. Go downtown to see the Fremont Street Experience after dark. They have the loosest slots, I hear. If you want free alcohol, perch yourself somewhere in the casino, even the nickel slots.
There are several shows, just depends on what strikes your fancy: Louis Anderson, Danny Gans, Cirque du Soleil, Blue Man Group, Elton John, Celine Dion, etc.
The gondola rides at the Venetian can be fun. There is also Madame Tussauds Wax Museum at the Venetian. Grab a crepe and climb to the top of the Eiffel Tower. Watch the fountains at the Bellagio. Visit one of the first casinos: The Flamingo. Eat at one of the cheap buffets. Ride a roller coaster at New York New York. Hit up the Masquerade parade at the Rio. Visit the Lion Habitat at MGM.

I would go to vegas.com or hotels.com and see what you can afford. If yu want the strip, the sahara has good rates year round.
The first thing you will notice is the lights and the different hotels along the "Strip" the main drag of Vegas. Some of the hotels on the strip banded together and built a monorail. The monorail links these hotels but its not free. you can get an all day band for $15. Not sure if its worth it, but since you don't have a car, I would try it at least.
If you like to gamble, take your time doing it. You have all day. Some hotel/casinos have higher miniumums than others. They also offer classes if you don't know how to play a certain game. Ask the front desk for information. Usually the free classes are early in the morning.
There's shopping in Vegas, ranging from the Outlets to the high end stores like Gucci, Coach, etc. The outlets have a shuttle and you can get information from the hotel front desk.
Dress casually, and light. Bring a sweater/sweatshirt in case it does get cool (ie: restaurant/hotel).
If you want to catch a show, you can get 1/2 price tickets at the Coca Cola store on the strip. Not all shows are discounted, but its worth a try. If you want the more popular shows like Avenue Q, Barry Manilow, etc, go directly to the resort for tickets.
There's plenty of clubs and if you go online you can get VIP passes for some of them, if you get there before 10 pm.
Always have a few bucks on you to tip... whether its the drink girl, the valet (if you decide to rent a car) or even the bellhop.
And yes, what goes on in Vegas does stay in vegas!

I think Aladdin has some price breaks now because of the construction, Bally's isn't too bad and its right across from Bellagio. Check out the casino's website for web deals ... they all have some good ones. You can stay at Orleans for a reasonable price, but the beds are hard and it's off the strip, although they offer shuttle service to the strip. If you like prime rib, the Prime Rib Loft at Orleans is great, and the buffet there is pretty good for the cost.
See LeReve at Wynn ... it is fabulous and much better than O at Bellagio. Mystere is good. If Celine Dion is in town, see her show ... I have seen it 3 times and would go again.
Be sure to go into all the casinos and look around. The architecture is fabulous and worth seeing. If you get downtown and like antiques and good food, try the Pullman Grill at Main Street Station. It's unique with old oak bar, fireplace, etc. and a pullman railroad car!
We go to Las Vegas about 3 times a year for a week each time and never run out of things to do. If you like pastries, try Jean Phillipe at Bellagio ... they have the worlds largest chocolate fountain, and you need to see the water show there also.
If you are an animal lover, see the lions as MGM and the white tigers at Mirage. If you rent a car, drive out to Red Rock Canyon and look for wild horses and wild burros. While you are out there, go to the new Red Rock Hotel and Casino and look around. It's really nice.
Just be sure to take your walking shoes with you too, because although things look close, they really aren't! Have a great time ... you will want to go back again and again!

First, when you look for a hotel in Vegas consider this. All of the big hotels on the Strip are great. The most important things to consider are location, price, and in the summer you want to consider its pool area. So, stay on the strip in the center of all of the hotel locations so that you can walk to see all of the hotels and casinos, and all of the free attractions. The best place to stay to do that is in one of the hotels on or nearest to Flamingo Rd & the Strip. At that corner is Ceasers, Bellagio, the Flamingo, Ballys, and the Paris hotels. I am not saying you need to stay in one of these but stay close to them. I do recommend the Flamingo if you are looking for a good price, location and pool.
The next thing to consider in picking the BEST place is price. Rates go down in the summer (and again after Thanksgiving, until about mid-January (except new years eve when prices double)). So pick a place that has the best price for you. Ceasers and Bellagio will cost top dollar all of the time (like $150 and up) per night during the summer. Flamingo, Ballys and some others you can get into for around $100 (but most times for less) during the low seasons. Its also more expensive in all Vegas hotels on Friday and Saturday nights by $40 to $60 more, so to get a lower rate go Sunday and stay through Thursday night. Right now a bunch of hotels on the Strip are advertizing rooms under $100. I got an eamil from the Monte Carlo a couple days ago advertizing $79.00 a night. Use the links below, but also go to the hotel web sites as they advertize the lowest rates and you can look at their rate calendar to see when rooms are cheapest.
In the summer you probably want to spend some time at the pool areas which in Vegas are fabulous. All of the big hotels have great pool areas. But the Mandalay Bay, Monte Carlo and MGM hotels have wave pools, and lazy rivers for tubing or body floating. The Flamingo has a water slide (not big but nice and refreshing) and also a water fall.
I have stayed at Mandalay Bay, Excalibur, MGM, Monte Carlo, Bellagio, Ceasers, the Rio, the Flamingo, Ballys, and Harrahs. But the BEST place for me when I go is who has the best price. Again, all of the Strip hotels are great. So shop the web sites, look at the hotel rate calendars, and go when the price is the lowest. That's the best place to stay on the Strip.
You can probably get lower priced rooms at the Circus Circus, Sahara and Rivera on the north end of the Strip and also at the hotels on Fremont Street. But you will be a long way from the center of action and have to take a bus or taxi to Strip action. In addition, if you need to run to the room for a little R&R, it’s a long ways.

You can sometimes get Luxor for $79 or $99 a night during the week, but know this - ALL the hotels jack up their prices on the weekends. It's just a fact.
Sights? Trust me, you'll want to see everything! I recommend the Eiffel Tower at Paris, the fountain shows at Bellagio, the volcano at Mirage (best view, IMO? By the valet pick up area. Not as crowded as on the strip.) the pirate show at TI.
Shows? Danny Gans is supposed to be amazing, but he sells out all the time. Penn & Teller are at the Rio. Blue Man Group at Venetian. O at Bellagio. Mystere' at TI. All of these are good. I've heard bad things about Zumanity, so I don't recommend that.
All the hotels have a free magazine there that tells you everything going on that week. I suggest you pick it up.
And if you want to venture Downtown - I suggest the Beauty Bar on Freemont Street. =)

Strip hotels are often $100/night or less, but you have to build up a reputation to get offers like that. Spending money in Vegas saves you money later. But for a first time visitor - you're paying rack rate. If you head into the old downtown, you can park in the Binion's parking garage and get free validation if you can find the parking ticket machine back in the casino. Now there's the best tip I know of for Vegas.

$100 on the strip? Try a park bench! None of the good hotels on the strip are $100.
Check hotels.com for the prices. In terms of shows, when you get there you can who is performing in each of the hotels.
