I called a computer "pro", he didn't give me a valid answer--so short of calling @ 10 different computer "expert" companies and searching endlessly on the internet--I have decided to ask you all. I can't figure out if it is an icon that is a part of a software program or what ??
Help.

So called eyeball actually is a Privacy icon. If ur browser has medium or higher settings then these eye balls pop whenever u visit a non secured website. Never set ur browser to lower settings. Sometimes non secured sites overrides the default Privacy level and changes ur settings to Lower side.
To check yr security level, see IE => Tools => Int options =>security/Privacy.

This is actually an indication that the web page you are viewing has errors in the code that was processed to show you the page. You are able to look at he code by clicking on View (on the menu bar) and choose Source. By clicking on the Eyeball you should get the line that the error is on. Hope this helped.

it has something to do with privacy limits being exceeded, there are things on your computer that you can set where it will let you know how trusted a site is and sometimes when sites dont have a very good privacy rating the eye will come up letting you know to use caution
