Note that NASA has many outreach research programs, including research opportunities in for undergraduate students and probably some HS student programs as well, though these latter seem to be run by specific NASA centers.
There was an agency wide SHARP program that appears to have been eliminated, though various centers seem to have found money to fund them locally (see the second source link for an example of this at NASA Ames here in Mountain View).
Still existing is the STEP program. (third source link.) This is probably your best bet if there is not a center near you.
