I had to research your story....because it sounds absolutely horrendous. I couldn't find anything about the families being locked in...only that everyone was evacuated. I checked numerous websites...

The government was wrong and right at the same time.
They were wrong because I'm almost positive they knew about this toxic waste dump in the first place and never should have let a town be built over it.
They were right in keeping the people there to prevent and further unnecessary exposure to people on the outside. It's kind of like quarantine when and outbreak of an incurable or unrecognized disease happens. They went about it in a crappy way.

I can't find anything suggesting road blocks or anything and the dump site was not radioactive, but toxic. There's a big difference. Anyway, nevertheless, the government definitle screwed up big on this one, from the beginning. See the site below. The Board of Education's incompetence knows no bounds.

A trailer park just 2 miles from me was bought up and emptied. The press didn't cover any story but it was built next to a military dump site. I wonder how those folks are doing and why the military bought up their traler park sites and just swept them under the rug. There are a lot of things that nobody hears about. And, yes, they are creepy.

yeah i watched a documentary on that...scary stuff! well i heard that some of the chemicals were really harmful...there was even some dioxin found there....i thought it was tricky of them to hold the EPA's hostage though...i think the government didnt even start to care about it until some of their own were in danger...it wouldnt be the first time.
oh and by the way...the diseases couldnt be spread by the people living there...they got things like cancer...and also, i saw video footage of the roadblocks so they DID exist...the people living there were like prisoners.

yeah - the government CAN be screwed up at times... i see how the government had to try to fix what they had already screwed up, i mean they couldnt just let a bunch of radioactive people roam the streets and infect everyone else, but to build a town over a dump was definitely NOT one of their better ideas... it was actually downright stupid.

Dry humour will be somewhat confusing to take, as will be a dry love canal. This narrows my selections and provided that i do not a lot look after wine... SOCKS! SOCKS! i love dry socks. There. I suggested it.
