Naive question here:

Why are baseball shirts (not jerseys) always two colors: white on the torso and another color on the shoulders and arms?

OK they're called 3/4 shirts. They're for keeping you warm under the jersey.
They're white on the torso because no one see's that part under the jersey. On the sleeves it's the color of the jersey so it looks like it's part of the jersey.

I would think it because most players use these shirts to wear under they jerseys...and the colored sleeves will be showing to match their jerseys. But then again that would just be my guess.
