No, it is not legal in Canada, but if it's not trafficked and the quantities are minimal, the cops won't arrest or charge you. Usually they'll just confiscate it. Keep in mind that simply passing that joint is considered trafficking.

Some Provinces are working to have it decriminalized so it will be more like getting a speeding ticket than something that would give you a life time record.
