#1: A balk is when you go to pick off a runner, but step towards home plate and then go towards the bag, you have to make a continous step to the bag you're going to pick off.
#2: is when the pitcher does not come to a complete stop in his wind-up and pause in his motion to home plate.

A balk is a term in baseball meaning that the pitcher made an illegal move on the mound. for example, if he has already committed his throw to the plate and he sees a runner going to a base and he panics and throws it to the base to try to get the runner out, that is a balk. once you have committed your pitch towards home, you can't throw it anywhere else. or if the pitcher starts his windup and just stops in the middle of it, that is a balk.
