The real meaning is Doctor of Philosophy (in whatever discipline). However the term is used colloquially to mean other things around the world. When talking sarcastically it could mean (piled high in deep ****) Meaning the person is stock up or proud because of his degree. In some other cultures it may mean; Pull him down!!" a political slag for getting rid of any opponent who wants to stand for election on the basis of his degree. Very often a candidate maybe said to have been awarded a PhD by his opposition party or even his own party. There are so many more of such corrupted meanings indifferent cultures around the world.
