There are a couple of good tips that can help:
First, you have to use a good quality nail polish. Try O.P.I. or most of the typical makeup brands, Almay, Revlon,etc.
Always apply a basecoat 2 coats of your color and 1 top coat.
Make sure each coat dries thoroughly before applying the next (or else you'll get bubbles).
The key when applying the nail polish is to have three general sweeps of the brush. First one in the middle and one to each side (best way to keep it even)

Clean the nails off with remover and wash hands be for you apply the nail paint. Apply base coat, then two layers of the nail color and top coat. Use a good nail polish. Cheap ones do not work as well. Do not do anything after this untill the polish is dry.

You may want to try using a nice color (not dark) starting at the back of your nail but not right on the cuticle, use a base coat first, the nail (applied 2x) and then a top coat.

First apply a base coat, then two coats of your color, then a top coat. I use Mary Kay's Nail Enamel, Top Coat and Base Coat ($6). It lasts long and looks really good.

Don't go out all the way to the edges, instead, keep a very thin line of unpolished nail between the bed and skin.
