Its different in every city because of cost of living.

NYC: $100,000 for a 4-person family is considered low income.

I believe the national number is anything less than $29,000 for a family.

I think anything at of below $20,000 for a family of two or more is considered at or below the poverty level. If It is just a single person you are close to being considered "low income".

Depends on family size and location, as one can survive on a lot less in Alabama and Mississippi than they can in California.
