the other people were a bit vague about it, go east from Cerulean until you hit the place where the land curves down toward rock tunnel. go up and you should find an opening to the water and a little sand bar. Surf on the water and down on the other side of the barrier from where you would go to rock tunnel. The power plant is at the very bottom.

Its in between Cerulean City and the Pokemon Tower. You need Surf and a Water Type Pokemon to get there.

right below Rock Tunnel (at least I think that's what it was called). Also east of Cerulean City.
You need a Pokemon that can use Surf to get there. Surf can be obtained at the Safari Zone.
