It means that something is a rule because it has an exception: rules always have an exception. Laws don't that's what makes a rule a rule and not a Law.

it means that if you hear a rule......say no animals in restaurants...

and your response is uh uh that can't be a rule because....and then you can think of 3 times you've seen an animal in a restaruant. it just proves the rule, because if you can only think of 3 times in all the times you've been in a restauraunt, then there MUST be a rule or more people would bring animals to restauraunts. therefore, the 3 times you've seen animals there, there must have been some exceptional reason, aka the exception to the rule.

When the rule doesn't apply ---- such as when no animals aren't allowed in a hotel --- the exception to the rule --- a service animal (such as a seeing eye dog)
