Well, this is not going to be a popular answer because the people who use drugs are entirely responsible for the drug problem in the USA and other countries. These users create market demand for drugs which in turn causes criminal organizations to supply that demand.

Man what a deep question . My answer is really involved and so very true its scary. first off our ansestors are. Whether we seek to escape reality or preform better its all the same. We seek to please our selves as well as feel healthier. As time has passed we have created a health care and pharmacutical giant that must be fed. If you notice in most cases street drugs in legal terms are listed as "controled Substances" you notice they are not illegal substances when writen in federal statutes. Thats because these same substances are needed by legal drug companies to produce their products. Do to the demand for cheaper "legal" drugs our Government is beholden to keep the cost of these substances as low as possible. In order to do this you must ensure that the substances are in such mass quanities that the rules of supply and demand be played out. At the same time the legal companies can't possibly use and store the mass of the substances needed to hold the cost down enough to still meet the profit levels it needs to keep their Stock holders happy. therefore it (the govn't) must aid the street market to keep the greed flowing at the cartels to continue to produce the mass quanities to keep the volume up and eliminate the demand side of the price from infringing too deeply on the price. Due to the side effects (theft, murder, suicide prostitution) of having a street value the govn't must put up a good front of ethical standards. therefore the drug control laws. A side benefit of these laws is the vehicle that controls the street drugs provides employment to millions(i.e., police, jailers, paroll people, rehab personell, counselors, secritarys, elected officials ect.)All this to present a front of ethicasy. No matter what the underlying truth is the govn't cannot show its true intention or it would loose its grip on civil obedience and bring caos.

Everyone, world wide. It is a responsibility that we all must carry and seek resolution to. We as people must be willing to help those that can not or will not help themselves. Drug addiction is an illness; either mentally or physically it is a medical condition that should be treated as such. Everyone should be held responsible for ensuring the medical community is able to assist with the recovery/rehabilitation for those with this condition. We can't stop the drugs coming into the country as they can be produced in our country. Like drunks, druggies have a medical condition that must be treated as such and it is everyone's responsibility to ensure that those in need receive the help they need to over come their illnesses.

The people using the drugs. If the pushers never had they customer, they would move on to other work. We must take responsibility for our own actions. Pushers do not hold anyone down to take that first drug.

the government. its like little kids, you tell them they cant do something, they do it because you said not to. same thing with drug use, if it was legal, it would not be such a huge problem. Just like alcoholism, its not a problem because alcohol is legal, but it was a HUGE problem during prohibition. legalize it, now the ALCOHOLIC and their family are the only ones with the problems, not an entire country.

Demand. As long as there is demand for drugs there will be suppliers for drugs. Plus the penalties for selling drugs is not tough enough.

Too many drug pushers and not enough cops to have the guts to stand up to them. And all of these stupid laws and guidlines on how they can arrest them. Get them off the streets and away from our kids.

Ted Kennedy. But seriously, I think you should be asking what is responsible not who. Sounds like you're trolling for a lawsuit or something.
