You do mean Bougainvilles right?
Any plants that bloom do so with Miracle grow's bloom booster, or Kmarts K grow ( I actually like it best!). Spray the plant as well as watering with it, it also absorbs through the leaves!
They need lots of ph. I can get thenm to bloom even in winter. So keep a slow release fert. on it, and remember too much nitrogen can inhibit blooms in mosat plants, when they get too much they are putting their energy into growth.
In particual I assume you live somewhere like Fl or CA...
They need warmth and lots of sun. No frosts!!!

Needs full sun, fertalize weekly, weakly. Again, full sun!
