Without a doubt, although it's not an unsolvable paradox.

There are three options. Either he tells the truth 100% of the time, lies 100% of the time, or mixes truth and lies.

If he tells the truth 100% of the time he can't make the statement he just made, as it'd be a lie. If he lies 100% of the time, he can't tell you this, as it would be the truth. So by elimination, he must tell lies some of the time and truth some of the time.

no... because according to your reasoning, everything the man says is a lie, so "everything I say to u is a lie" is in fact a lie, which means everything he says to u is true. So he is definity not lying....

If in case we assume that he is a liar, he wanted to lie then he wud have phrased his statement as "Whatever I say is the truth". But he wanted to tell you the truth saying that "whatever he says is a lie". That contradicts his statement eventually he is lying. But that contradicts our assumption. So the other possibilty, it being he does not lie, has to be true. Confused ?? Think abt it.

If he is going to lie about lying, don't you think he would lie about everything else as well, since he is admiting that "everthing [else] he says is a lie"
