Do all of the country halls like American Japanese and European and finish the beginner hall to get a 25% completion then start doing your Endurance events thats where all the money is some of them are worth over a million dollars. Then you will have enough money to buy a fast car.

Do the massive endurances - the longest ones will give you Formula 1 style cars, which seriously own anything else on the track

The best way to win it is if you have a pretty decent car as it is, and just leaving it in type B racing mode - it'll pit automatically, and if your car is good enough, it can win on it's own - other than that, your pause button will come in handy :D

to get the polyphony gt car, finish in 1st place in any of the endurance races and if you are lucky you should get the fastest car on the game. if not that car try the suzuki escudo pikes peak version or the toyota gt-one or the nissan r390.
