Sad to say these answers are fair but not totally true if the police or someone that knows a lot about useing the debug program can find all the deleted files and all the deleted partions you ever hear of someone geting taken away and they are in jail?
why? just deleteing or formating does not wipe it clear totally
there is a program out called ghost 2003 or newer which was designed to make a backup copy of your system and also wipe out any and all data byond recovery by debug or any third party program it rewrites the first track and the second track on the hard drive where those files stay even if deleted 1 and 0 but this program fulls the whole track with 1's or 0's when new data is saved it rewites into these tracks which is normal.

A: check you have all the disks for all the software (these things can go missing when computers change owners)
B: make a boot disk if necessary. I'm not sure but I think XP can boot off its CD.
C: if it has a recovery program then use that as it will probably be easier(I think this is how the new ones do it)
D: if not then boot into dos off your boot disk and "format c: /s"
E: Then run the windows setup
F: if you want to try something else like linux then I reccomend fedora.

Re: need help Reformating my PC
Before you start back up any important data
Put the boot disk in the floppy drive and restart your computer.
Make sure it takes you to an A:> prompt in DOS or D: (Drive) if using CDROM
If it does you have a good boot disk. type format c: (hit enter)
follow the instructions.
When completed reload your operating system from CD

Insert Windows CD, reboot, when boot from cd appears on screen hit a key (if it does not appear go into BIOS and change the boot order so CD-ROM is before HDD). Follow the directions... delete partitions, format unpartioned space (use NTFS), continue to follow directions.

I purchased a software called Wipe Drive.
It's pretty simple to use. I let it run overnight, because it actually goes through it 3 times.
Then I just loaded my windows software right back on.

all you have to do is wipe out the hard drive and reinstall the operating system like windows for example

Format it. Everything will be gone.
And the best way to format is to re-install windows, and let windows do AUTO format for you. It's safer and better.
