You also do not mention how they are connected, through a router, hub or direct wires. If the later is correct, make sure you are using a cross over cable. If you are using the hub, make sure you have a static IP address assigned to all PC's envolved. You did not mention if it were a high speed connection or not.

Can you do the following things? ping the xp box from another computer by ip address ie: start --> Run --> CMD type: ipconfig on the xp computer. then go to the other computer and go to the same spot, and type: ping it will look like 192.168.x.x usually.

Can you ping your router, if you have one, from one of the computers that can not connect?

If you do not have a router, have you run ICS (internet connection sharing)?

Your 98 box may not be able to see the XP if you don't have netbios running. On your 98 box open the network connection, go to properties and ensure that netbios is installed.
Also, ensure that file and printer sharing are enabled as well.
You may also have a firewall blocking access on the XP machine. You may need to disable the firewall.

The most simple solution would be to go to the xp box, Start/control panel/network connections and run the wizard to set up a home network. Create the floppy and run it on the 98 box.
