You know the joke about the person who asks what is the best way to get to Carnagie Hall? The answer was "Practice, practice, practice", which applies here as well, since programming is an art.
Like in other arts, talent is an important ingredient as well. Good educaion (and by education I mean going to the university) is also a must.

I think the basic requirement is the desire to learn. Being a good programmer and designer is not an easy thing to do and does not happen over night. It takes a lot of practice to learn what will be the most elegant way to solve a problem. Then even if you see that same problem again in the future there is probably a new technology that solves it better that you should learn about. On top of that desire you need a little creativity. Very few problems have cookie cutter solutions that actually fit into something you have learned. Instead they require you to combine several ideas with a little ingenuity to come up with a solution.

Now, you can't get a job without the degree. However, the degree isn't going to make you a good programmer or a systems designer.

You have to think logically and see the "pattern". Before the degree was even around to get, music and English majors usually made excellent programmers...creative and used to dealing in patterns. Math majors...not so much. Not as creative.

Systems design - you need to be able to see the "whole" thing and then drill it down so it can become programs and processes.

You will most likely need a degree in programming from some university.. And alot of time/pratice goes into it..
