Actually the saying is: "Throw your hands up in the air and wave 'em around like you just don't care, and if you wanna party let me hear you yell, oh yeah..."

It comes from true "old school" lyrics from the days of Sugarhill Gang and Grandmaster Flash, musicians and music associated with the breakdance movement.

A lot of times when you are writing, especially song lyrics, you have to pick and choose your words carefully. Sometimes you have to leave words out to make things ryhme, but still convey your message.

I would say here, they are trying to say "Throw your hands up in the air, and wave them around like you just don't care what anyone thinks about what you are doing, because you are having fun..."

But, that doesn't rhyme... :)
