There is a river in northern Spain good for that... In the Asturias region. If I'm not mistaken it's the Rio Sella. There are others in the Pyrenees mountains. Here are some websites:

I highly recommend checking out Interlaken, Switzerland. Situated between 2 beautiful lakes and the Jungfrau mountains as a backdrop, this town offers some of the best outdoor sports in Europe.

I've heard Tara is great for that... It's a river in Montenegro... I'm planning on going there myself this year...
